Un sindaco di una comunità, e qui per sindaco intendo anche la sua giunta insieme a tutti gli organismi politico-amministrativi, dovrebbe rispettare, rappresentare e tutelare tutti i suoi cittadini. Quelli che lo hanno votato e soprattutto quelli che non lo hanno votato; quelli che dissentono dal suo operato politico-amministrativo e quelli che lo approvano; quelli che stanno zitti e quelli che gli pongono domande pubbliche; quelli che gli sono simpatici e quelli che gli sono antipatici; quelli che lo applaudono e quelli che lo criticano; quelli che hanno idee diverse dalle sue e quelli che la pensano come lui; quelli che appartengono alla sua area politica e quelli che non vi appartengono; e si potrebbe andare avanti cosi.
Tutto questo però, il più delle volte, in realtà, non avviene. Certo, guidare un comune non è una bazzecola, ma se poi si rimane chiusi nel palazzo e distanti dalla gente, tutto diventa ancora più complicato.
Tutti i sindaci, appena subito dopo essere stati eletti, dichiarano sempre che saranno il sindaco di tutti i cittadini. Facile a dirsi più difficile a farsi.
Nel consesso civico di una comunità, poi, il rispetto e la tutela delle minoranze non sono una concessione da parte di un sovrano, ma un dovere relativo al rispetto del principio del pluralismo costituzionalmente previsto.
Un sindaco, ancora, nel rispetto della sovranità e della volontà popolari, è, soprattutto, un dipendente dei cittadini e non di forze oscure ed occulte.
Un sindaco, infine, sia sotto il profilo politico che sociale, dovrebbe realmente mirare a unire e a pacificare una città.
Ma anche qui, spesso e volentieri, son solo cose pronunciate, e mai tanto realizzate nei fatti.
Fatta questa premessa va anche detto che il rispetto, la rappresentatività politica e la tutela nei confronti dei cittadini, nonché il rispetto nei confronti delle minoranze nei consessi civici, si attuano attraverso l’onestà, la trasparenza e la comunicazione di un sindaco. Ma anche attraverso il confronto e le risposte date a domande pur scomode, sia che esse provengano da singoli cittadini che da associazioni e gruppi vari, sia dalla società civile in generale che da altre forze politiche. Senza paure, senza timori, senza ansie. Anche perché quando un sindaco, sia in politica che in una comunità, opera e amministra con umiltà, in modo onesto, limpido, libero, autonomo e trasparente, può andare in capo al mondo e rispondere a tutte le domande con pacatezza, senza mai trincerarsi dietro ostinati mutismi e silenzi che non giovano a nessuno, e che tanti dubbi fanno sorgere, invece, alla popolazione.
L’unità, la pace politica e sociale, nonché la forza di una comunità si realizzano anch’esse, seppur nelle diverse vedute e sensibilità dei propri cittadini, soprattutto attraverso la comunicazione, l’informazione, la trasparenza, l’onestà e il confronto che i suoi organi politici-amministrativi devono alla popolazione tutta.
Sarebbe vergognoso e inaccettabile, e questo capita spesso, emarginare la gente e farla sentire in qualche modo esclusa, avvilirla a condizioni di sudditi o di pària, con comportamenti assunti proprio da quell’istituzione locale che, da che mondo è mondo, è l’istituzione principe a cui il popolo di una comunità fa sempre riferimento, e cioè il SINDACO!

A MAYOR SHOULD BE THE MAYOR OF ALL CITIZENS.
The mayor of a community, and here for mayor I also mean his/her administrative council along with all his/her political bodies, should respect, represent and protect all his/her citizens. Those who voted for him/her, and especially those who have not voted for him/her; those who dissent from his/her political and administrative work and those who approve it; those who are silent and those who ask public questions; those who are nice and those who are unpleasant; those who applaud and those who criticize him/her; those who have different ideas from him/her, and those who think like him/her; those who belong to his/her policy area and those who do not belong to it; and it could go on like this.
All this, however, more often, in fact, does not take place. Of course, a community drive is a no brainer, but then if you remain closed in the palace and distant from the people, everything becomes more complicated.
All the mayors, just shortly after being elected, always declare that they will be the mayor of all citizens. It is easier to say it than to do it.
In a community civic forum, then, the respect and protection of minorities are not a concession by a sovereign, but a duty related in compliance with the principle of pluralism constitutionally scheduled.
A mayor, yet, in respect of the sovereignty and the will of people, it is, above all, an employee of all citizens and not of obscure and occult forces.
A mayor, finally, should really aim, under the political e social profile, to unite and to pacify a city.
But also here, too often, are only uttered things, and never much realized in facts.
Having said that it is also necessary to say that the respect, the political representativeness and the protection of citizens, and even the respect of minorities in civic forum, are implemented through honesty, transparency and communication of a mayor. But also through confrontation and answers to even uncomfortable questions , whether they come from individual citizens or various groups and associations, or even from civil society in general and by other political forces. Without fear, without anxiety. Even in politics, because when one works with humility, in an honest, clear, free, autonomous and transparent way, one can go on the top of the world and answer to all questions, calmly, without ever hiding behind stubborn silences which don’t give any benefits to anybody, and which, instead, make raise many doubts to the population.
Unity, political and social peace, and the strength of a community are also realized, albeit in different views and sensitivities of its citizens, especially through communication, information, transparency, honesty and the comparison that its political-admnistrative units owe to all people.
It would be shameful and unacceptable, and this often happens, emarginate people and make them feel excluded in some way, debase them in conditions on terms of subjects or pariahs, with behavior taken by that local institution, which is the most important institution, to which all people of a community always refer, and that is the MAYOR.
